In a stirring demonstration of patriotism, visionary leadership, and unwavering alumni commitment, The Commissioner General of the Zambia Correctional Service, Mr. Fredrick.S.S .Chilukutu, has stepped forward to contribute to the upliftment of the University of Zambia (UNZA), his almamater, through the adoption and full rehabilitation of Zambezi Female Hostel 2 and Tiyende Pamodzi Male Hostel Room 6.

These hostels, which once housed both his wife and himself respectively during their formative years (1993–1996), will now undergo sustained renovation and long-term maintenance under his personal support, symbolising a full-circle moment of service, gratitude, and national responsibility.

Drawing a leaf from the leadership of President Dr Hakainde Hichilema under the Transformational Plan of (TP5), the President personally funded the renovation of the infrastructure. Coincidentally, the Correctional Service Chief was once domiciled in the same hostel and his institution was entrusted with the rehabilitation works, including the supply of beds.

This Presidential development stands as a powerful lesson and a call to action for all who have passed through the University of Zambia (UNZA)and any other institution, demonstrating that contributing to national institutions is a shared responsibility.

This intervention comes at a critical time for UNZA and stands as a shining example of leadership that transcends office, leadership that builds, restores, and inspires.

Commissioner General Chilukutu’s contribution is not merely philanthropic; it is deeply rooted in his legacy as a former student, cultural advocate, and founder of the Keep UNZA Clean Initiative in 1995, an initiative born from his exposure to exemplary sanitation standards in South African Universities and his desire to replicate excellence at home.

Further demonstrating his commitment to restoring dignity and functionality to the campus, he has also donated 100 waste bins. Under his leadership, the Zambia Correctional Service successfully undertook vital electrical rehabilitation works in UNZA hostels between 2024 and 2025 when the institution was awarded the contract.

In the spirit of national unity and inter-agency collaboration, Commissioner General Chilukutu has commended the Zambia National Service (ZNS), under the leadership of Lieutenant General Solochi, for its ongoing partnership with the Zambia Correctional Service. He highlighted their joint efforts in improving sanitation and infrastructure, drawing inspiration from their coordinated response during national drought interventions.

“The spirit of collaboration we demonstrated during national challenges must now be directed toward rebuilding our institutions. Together, we can transform UNZA into a world-class, clean, safe, and habitable learning environment,” he emphasisd.

Commissioner General Chilukutu in message, "Rise for UNZA, Build the Nation",now calls upon all UNZA alumni, cooperating partners, private sector players, and patriotic citizens to rise to the occasion.

UNZA is not just an institution, it is a national asset, a cradle of leadership, and a beacon of Zambia’s intellectual future. Its transformation requires a united front.
Let this bold gesture ignite a nationwide movement of giving back.

Let every graduate, from any institution, and every leader ask: What legacy am I leaving behind to the institution that made me who I am?

Now is the time to act.
Now is the time to restore.
Now is the time to build UNZA, together.

The Commissioner General was alongside key stakeholders, including Permanent Secretary in the Ministry of Defense Maambo Haamaundu, Zambia National Service Commander ;Lieutenant General Engineer Malaiti Solochi, Professor Mundia Muya, Vice-Chancellor of UNZA; John Munkombwe, Dean of Students; and members of the University of Zambia Students Union (UNZASU) President Mwanto Kabaso.

The Zambia Correctional Service (ZCS) invites individuals, Banks, NGOs, government institutions, and alumni to partner in the cleaning and rehabilitation of the University of Zambia (UNZA). Contributions such as paint, window panes, pipes, and other materials are welcome. ZCS is open to working with all interested partners under set terms and conditions.
