page for the CWAC Labour Councillors for Winnington and Castle. Councillors Arthur Neil and Felicity Davies. This creates a considerable workload.

Arthur and myself were elected as the councillors for Winnington and Castle. We are CWAC councillors which means we support residents with any issues related to the council - Cheshire West and Chester. Our primary role is to deal with what’s often called ‘casework’. In other words - any queries or problems local people bring to us that they need help with. We receive a high number of queries via e

*Notice of Closure on Chester Road due to Illegal Activity*

The council have issued a commercial property on Chester Road with a closure under the Anti-social Behaviour, Crime and Policing Act 2014 yesterday afternoon.

The Closure Notice is effective for 48 hours and within that time the council will be seeking a Closure Order from Chester Magistrates Court for a period of up to three months.

The grounds for issuing the Closure Notice are that criminal behaviour is occurring on the premises by repeatedly selling illegal ci******es, to***co and vapes.

Two petitions at the moment by labour politicians around developers...

Andrew Cooper MP's petition around road adoption......

https://survey.labour.org.uk/mid-cheshire-road-adoption

And Chris Hinchcliff MP's around developer donations.

In my experience being a councillor and representing Winnington Urban Village... fully agree with this. Homes need to be better, developers wield too much power.

Ban housing developers from donating to British politics. 🚫

Too many new homes in the UK are shoddily built meaning unnecessarily high bills.

Yet still there is lobbying to stop councils enforcing decent energy‑efficiency standards - including basics like high‑grade insulation.

We must not allow vested interests to use their influence to chase higher profits when it means worse homes for ordinary people.

One way I’m campaigning to stop this is by banning housing developers from donating to political parties.

Developers pour millions into political parties to tilt the system in their favour. That risks our politics being shaped more by their greed your needs.

Think we should ban developer donations? Sign my petition. 👇

TREES

“The true meaning of life is to plant trees under whose shade you do not expect to sit” Nelson Henderson

We have had some great news this morning. We have been advocating for some TLC at Winnington Parklands and have been talking to a brilliant tree specialist within the council. After a lot of hard work he has managed to secure funding for some native and non native tree species to be planted at the parklands.

At the consultation we had a few months ago people said that they liked the idea of trees but that it would be important to also retain some open space. In the coming months this feedback will be incorporated into some tree plans with planting hopefully later this year.

Watch this space for more information about trees at Winnington Parklands!

The small leaf lime tree is likely to be one species planted as it is a good pollinator and has beautiful flowers.

This is a major update and positive news for those in the community that are against the solar farm development and associated HGV movements. It is not the solar farm that is the issue here - it is the lorry movements of soil needed to build the platform along with concerns of existing toxicity at the site.

Toxic Free Tomorrow have been working for nearly a year now to hold the developer to account about this development. It has been a huge learning curve for everyone involved and it has been good to be able to support and be involved with this group in our capacity as councillors.

Sometimes it's the little things that make a big difference. This issue of overgrowth on Heysom's Avenue has been longstanding in our ward and after persistence from us it has now been resolved.

The council have many different priorities. Part of our role is to raise issues that are important for people in the area. We get queries on a weekly basis and raise all of them with the council. Some take longer to resolve than others but we always listen and elevate any issues that come our way.

Thank you to the highways team for sorting this.

Cheshire West Crowd - Discover Projects 24/04/2026

Do you have an idea for a project in Winnington and Castle? (this is a bit of a long post but please read if you do!)

There are two funding streams available for local projects.

**1. Councillor Member's Budget**

Arthur and I have £5000 each to spend on local projects over the course of this year. In previous years we have used this to fund projects such as a sensory room at Darwin Community Primary School and a fire pit for the fantastic Bugz and Bunnies close to Moss Farm. If you have an idea please go to the following link for further details. (You need to have a constitution and a bank account but if these are not available it may be we can find a partnering organisation to hold the funds on your behalf).

**2. SpaceHive Funding**

This is a bigger amount of funding and uses crowd funding as part of the process. Visit the website for further details and examples of projects. https://www.spacehive.com/movement/cwc/projects

There is also an information event on Wednesday 29th April for people to find out more.

Please get in touch if need any assistance. There are already some fantastic projects coming through.
