The Speaker of the House of Representatives Hon. Richard Nagbe Koon, joined eminent leaders, policymakers, innovators, and civil society actors at the 2025 GJF Democracy Dialogue, held at the Accra International Conference Centre, Ghana.
The Dialogue, convened under the theme โWhy Democracies Die,โ provided a platform to interrogate the structural drivers of democratic decline and co-create pathways for democratic renewal across Africa and beyond.
This yearโs edition is being chaired by H.E. Chief Olusegun Obasanjo, GCFR, former President of the Federal Republic of Nigeria. The keynote address was delivered by Bishop Matthew Hassan Kukah, followed by a high-level panel discussion on โResilience, Geopolitics, and Citizen Agency.โ The program also featured a Fireside Chat with H.E. Chief Obasanjo and Mrs. Charlotte Osei, exploring the theme โResilience and Democratic Renewal.โ
Speaker Koonโs participation underscored Liberiaโs commitment to democratic governance, regional cooperation, and the pursuit of sustainable democratic institutions. As Liberia continues to consolidate its democratic gains, his presence at such a high-level forum reinforces the Legislatureโs dedication to ensuring that democratic principles remain central to the countryโs governance and development agenda.

Speaker of the House of Representatives, Hon. Richard Nagbe Koon, has pledged the full support of the Legislature towards the successful implementation of the Ministry of Laborโs Five-Year Strategic Plan. The Speaker made the commitment during the official launch of the plan, which is designed to reshape the labor sector and align with the Governmentโs ARREST Agenda for Inclusive Development.
Speaking at the program Friday, Speaker Koon described the strategic plan as "timely and essential," emphasizing its role as a clear roadmap for labor sector reforms that prioritize worker protection, youth and women empowerment, and sustainable economic growth.
โThis strategic plan is timely and essential. It provides a clear roadmap for the labor sector, aligning strongly with the Governmentโs ARREST Agenda for Inclusive Development,โ he stated. โIt reflects our shared commitment to building a labor system that protects workers, empowers our youth and women, and contributes meaningfully to economic growth and national development.โ
He reassured stakeholders that the House of Representatives is prepared to provide the necessary legislative backing to transform the plan from policy into actionable reality.
โThe House of Representatives stands ready to provide the necessary legislative support to ensure that this plan is not only launched but also implemented effectively, for the benefit of the Liberian people,โ Speaker Koon affirmed.

BY THE SPEAKERS/PRESIDENTS OF THE PARLIAMENTS OF LIBERIA, SIERRA LEONE, GUINEA, AND CรTE DโIVOIRE
ON THE ESTABLISHMENT OF THE MANO RIVER UNION PARLIAMENT
July 20, 2025, Monrovia, Liberia
We, the undersigned Honorable Richard Nagbe Koon, Speaker of the 55th Legislature of the Republic of Liberia, Honorable Sogepoh Solomon Thomas, Speaker of Parliament of the Republic of Sierra Leone, His Excellency Dr. Dansa Kourouma, President of the National Transitional Council of the Republic of Guinea, and His Excellency Honorable Adama Bictogo, President of the National Assembly of the Republic of Cote dโIvoire, following a series of bilateral meetings initiated by Speaker Richard Nagbe Koon, in Abidjan, the Republic of Cote dโIvoire (March 18-22, 2025) Freetown, the Republic of Sierra Leone (May 27-30, 2025), and Conakry, the Republic of Guinea (June 16-18, 2025), and convened in Monrovia, Republic of Liberia, on this 20th day of July 2025, upon the invitation of the Speaker of the 55th Legislature of Liberia, to affirm our collective intention to establish a Mano River Union Parliament.
Considering
The founding objectives of the Mano River Union (MRU), established in 1973, aimed at promoting regional integration, peace, stability and development among its member states;
The need to deepen the dynamics of integration by involving elected national representatives with a view of inclusive democratic governance;
The legitimate aspirations of the peoples of the sub-region to take part in decision-making processes relating to their common future;
The shared values of solidarity, common culture and history, which unite our nations as members of a common destiny;
Guided by the founding principles of the Mano River Union (MRU) as enumerated above, and recognizing the imperative role of legislative diplomacy in advancing regional peace, development, democracy, and good governance, we affirm our collective commitment to strengthening parliamentary collaboration among our four nations.
Reaffirming that:
Participatory democracy, cross-border parliamentary dialogue and citizen control are essential levers of good governance;
The strengthening of sub-regional institutions requires an integrated parliamentary approach, complementary to the actions of Heads of State;
The Mano River Union would benefit from having its own parliamentary body to support and politically supervise its ambitions.
We solemnly declare the following:
We fully support the project to create the Mano River Union Parliament, which will constitute a major institutional step forward in the sub-regional integration process. This sub-regional Parliament will have the following objectives:
To strengthen democratic governance between Member States, through the legitimate representation of our peoples and advocacy for human rights and social justice;
To foster legislative alignment on policies and frameworks that support economic, political, social, and environmental integration within the MRU;
To ensure structured parliamentary control of common policies and monitoring of the implementation of decisions of the Conferences of Heads of State;
To improve transparency and accountability of regional initiatives through inter-parliamentary monitoring and evaluation;
Serve as a platform for the voices of citizens, civil society, and vulnerable groups in decision-making process;
To create a framework for permanent dialogue between peoples and institutions, beyond borders, with a view to preventing conflicts, strengthening social cohesion and encouraging lasting peace;
To support sub-regional initiatives in climate resilience, human security, sustainable development and shared prosperity;
To coordinate legislative support for cross-border initiatives in infrastructure, education, healthcare, trade, agriculture, climate resilience, human security, sustainable development, women and youth empowerment, and shared prosperity.
To promote active parliamentary diplomacy, through exchanges of experiences, joint missions, and strengthened solidarity between Member States;
To contribute to the development of common legislative measures, particularly in the areas of trade, investment, education, youth and citizen mobility.
To champion the rule of law, human rights, and democratic governance across the MRU member states.
We resolve to establish a Standing Secretariat, to coordinate the activities of the Mano River Union Parliament and to convene Biannual Parliamentary Summits, alternating among the member states.
We express our unwavering belief that through sustained parliamentary engagement and solidarity, the MRU region can become a beacon of unity, resilience, and shared prosperity.
We call on our respective national legislatures, governments, civil society organizations, regional bodies, and international partners to support this historic initiative by taking the following actions:
Solemnly and fraternally, all the Parliaments of the Member States of the Mano River Union to take ownership of this historic project, which will bring a fairer, more stable and more prosperous common future.
The involvement of the Heads of State of the Mano River Union to support and carry out this strategic project through high-level political guidance.
To hold, as soon as possible, a multi-party and inter-parliamentary preparatory meeting, with the participation of representatives of Parliaments, Ministries of Foreign Affairs, civil society and partner sub-regional institutions, with a view to drawing up a draft treaty establishing the MRU Parliament.
Purpose and Vision
To enable a regional legislative forum that compliments the executive-led MRU architecture.
To foster harmonization of laws across member countries in areas such as trade, security, health, education, infrastructure, Maritime and environmental governance.
To strengthen parliamentary oversight over MRU policies, programs, and budgets, ensuring transparency, accountability, and democratic legitimacy.
Key Mandates
Legislative Cooperation
Review, draft and endorse model laws for adoption in national parliaments
Harmonize legislation impacting cross-border trade, energy, transport, and migration.
Democratic Oversight
Scrutinize MRU Secretariat activities and initiative, including budget and audit compliance.
Interact regularly with the MRU Council of Ministers on strategic priorities.
Peace and Security
Provide a parliamentary voice in conflict prevention frameworks and early warning mechanisms.
Engage in dialogues to address issues of terrorism, drug trafficking, piracy and cross border security
Social Development and Inclusion
Promote gender equality and youth participation in MRU decision-making, including collaboration with the MRU youth Parliament.
Support joint legislative initiatives in education, public health, and social services.
Environmental and Resource Governance
Advocate for regional solutions to climate change, deforestation, and watershed management and river governance.
Institutional Arrangements
A provisional Bureau shall be formed, comprising one Speaker from each country, with the President/Speaker of the Ivoirian Parliament serving as Chair until a permanent Bureau is elected.
Host Country determination for the Permanent Secretariat and meeting venues will be decided by consensus at the inaugural session.
Roadmap and Timeline
July-October 2025: Drafting Committee finalizes statute
November 2025: Inaugural Plenary Session and formal adoption of the Statute/Protocol
Early 2026: Election of the Permanent Bureau, establishment of technical and standing committees, and operationalization of the Parliament.
Commitment by Member Parliaments
Each Parliament pledges to expedite national approvals of the Protocol, secure financial allocations for participation and secretariat support, and facilitate delegation visits across capitals.
Support mutual monitoring of implementation, and promote civil society engagement in MRU parliamentary activities.
Closing Statements
This declaration marks our firm and shared commitment to working towards a Mano River Union with an ambitious, representative, and effective parliamentary framework that serves the people. It opens a new chapter in the history of our sub-region, based on citizen participation, parliamentary solidarity, and the co-construction of our common future.

Honorable Speakers of Parliament from the Mano River Union Member States - Sogepoh Solomon Thomas of the Republic of Sierra Leone, Dr. Dansa Kourouma of the Republic of Guinea, and Honorable Adama Bictogo of the Republic of Cote dโIvoire, Distinguished Parliamentarians, Excellencies, Members of the Diplomatic Corps, Representatives of Regional Bodies and Development Partners, Ladies and Gentlemen:
It is with deep honor and brotherly warmth that I welcome each of you - my esteemed colleagues, the distinguished Speakers of Parliament from Sierra Leone, Guinea, and Cรดte dโIvoire, to Liberia, the land of liberty, as we gather to inaugurate a bold and visionary initiative: the Mano River Union Parliamentary Body.
Honorable Sogepoh Solomon Thomas, Speaker of Parliament of the Republic of Sierra Leone, His Excellency Dr. Dansa Kourouma, President of the National Transitional Council of the Republic of Guinea, and His Excellency Honorable Adama Bictogo, President of the National Assembly of the Republic of Cote dโIvoire,
this occasion is not only historic, it is strategic. Today we reaffirm our shared destiny and collective responsibility to build a region that is more united, more resilient, and more responsive to the needs of our people.
Therefore, it is with profound honor and a deep sense of regional duty that I stand before you today to witness and participate in the historic launch of the Mano River Union Parliamentary Body, a milestone that speaks to our shared commitment to regional cooperation, integration, and legislative collaboration.
The Mano River Union, comprising Liberia, Sierra Leone, Guinea, and Cรดte dโIvoire, has long been a symbol of regional solidarity. From its establishment in 1973 to todayโs landmark gathering, the Union has endured both triumphs and challenges, yet has never lost sight of its vision: peace, development, and prosperity for our people.
This Parliamentary Body we launch today serves as a critical institutional bridge - a forum through which our national legislatures can harmonize laws, share best practices, address cross-border challenges, and advance common legislative agendas on trade, security, environmental protection, and human development.
As Speaker of the Liberian House of Representatives, I firmly believe that the strength of our Union lies not only in executive cooperation, but also in legislative diplomacy, the ability of lawmakers to directly engage, deliberate, and influence policies that transcend national boundaries.
Ladies and Gentlemen, our region faces real and pressing challenges, to include cross-border insecurity, youth unemployment, climate vulnerability, and the movement of people and goods without adequate legal frameworks.
A functional and well-coordinated parliamentary body allows us to approach these issues not in isolation, but with a unified legislative voice - consistent, coherent, and committed to the well-being of all our citizens.
Moreover, this body stands to deepen democratic governance, by ensuring that the voices of our people are heard not only at the national level, but also at the regional stage in crafting laws and policies that impact millions across borders.
I therefore urge all member legislatures to invest in the success of this body, not only through participation, but through resource support, policy alignment, and institutional capacity building.
We must also acknowledge and appreciate the support of our partners, ECOWAS, the African Union, the United Nations, and other development agencies, whose technical and moral assistance continue to underpin our regional aspirations.
Colleagues and friends, let today mark a turning point, a new era of parliamentary regionalism in West Africa. Let us commit not just to the ceremonial launch of this body, but to the sustained work that follows: the convening of sessions, the drafting of model laws, the building of networks, and the oversight of regional commitments.
My eyes are particularly set on the following:
1. Regional Unity Through Legislative Action:
For too long, regional policy has been driven almost entirely by executive engagements. But now, through this parliamentary body, we as lawmakers rise to take our rightful place in shaping the future of the Mano River Basin, through lawmaking, oversight, and policy harmonization.
This parliamentary platform offers us an opportunity to speak with one voice on the issues that matter most to our citizens, across borders, across languages, and across political lines.
2. Fighting Smuggling and Illegal Trade:
Let us begin by confronting a threat that continues to undermine both our economies and our security, smuggling and illegal cross-border trade. From petroleum products to timber, minerals to agricultural goods, the illicit movement of commodities is bleeding our national revenues, empowering criminal networks, and weakening trust in our institutions.
We must act, together, to tighten legislative frameworks, harmonize customs policies, and strengthen parliamentary oversight over border enforcement agencies. A united front against smuggling will not only protect our economies but will promote legal trade and fair market access for our people.
3. Addressing Climate and Environmental Risks
Third, climate change does not respect borders. From the shrinking forests of Nimba and Nzรฉrรฉkorรฉ to the flood-prone coasts of Sierra Leone and Cรดte dโIvoire, our region is on the frontlines of the climate crisis.
As parliaments, we must lead in adopting green policies, enforcing environmental protection laws, and championing renewable energy investment. We must also push for climate financing mechanisms that are accessible and equitable for vulnerable communities.
Let this body prioritize environmental legislation as a regional emergency, because we are not only the guardians of our people, but also of their natural heritage.
4. Enhancing Regional Trade:
On the matter of trade, we must turn proximity into prosperity. We share roads, rivers, markets, and cultures. But we must also share fair trade protocols, regional infrastructure, and support for small cross-border traders, especially women.
Our parliaments must work together to remove legal and regulatory bottlenecks that stifle regional trade. We must ensure that the African Continental Free Trade Area (AfCFTA) benefits our people at the grassroots.
5. Gender Mainstreaming:
A Cornerstone of Regional Progress
And finally, Colleagues, as we embark on this important parliamentary journey together, I wish to emphasize a principle that must underpin all our work - gender mainstreaming.
We cannot speak of development, peace, and integration if half of our population continues to face barriers in access, participation, and representation. The empowerment of women is not just a moral imperative, it is an economic necessity, a security strategy, and a democratic obligation.
Across the Mano River region, women are driving informal economies, sustaining families, leading community peace efforts, and advocating for justice. Yet, too often, they remain underrepresented in decision-making, underprotected in law, and underserved by public policy.
This parliamentary body must commit to mainstreaming gender in all areas of legislative cooperation, from security to trade, education to climate, youth empowerment to agriculture.
In conclusion, colleagues and friends, let this new parliamentary body not be a mere ceremonial creation, but a living, breathing institution of action and integrity.
Let us legislate not just for our nations, but for our neighbors.
Let us govern not just within our borders, but beyond them, with vision and solidarity. And let us rise, together, as one regional voice for peace, development, and dignity.

Mobile Clinic treatment continue in district 11

Resident's of district 11, Montserrado County continue to benefits from the district 11 Mobile Clinic established years ago by the honorable Speaker of the 55th Legislature Richard Nagbe Koon for an easy access to good treatment free of charge right at your doorstep.
Residents of the United Pentecostal Church/Palmfield Community on Saturday July 19 for the second time in two (2) years benefits from the clinic after more than hundred person's were giving treatment and that of supplies of drugs with prescription.
Speaking on behalf of the team, the supervisor and head of the mobile clinic said "This gesture is from the office of the Speaker and for the past years we have been treating people in almost all of the communities within district 11.
On the part of the community chairman who confirmed that this is the second time the community stance to benefits from said gesture from honorable Richard Nagbe Koon who's now the Speaker of the House of Representative. He said his leadership will continue to lobby with the office of the speaker for his people to continue to have a routine treatment by the clinic at least twice a year
He also extended thanks and appreciation on behalf of his people to the Speaker and team

What seems to be a significant step to deepen regional legislative collaboration, the Speakers of Parliament from Liberia, Sierra Leone, Guinea, and Cรดte dโIvoire have signed a joint protocol formally establishing the Mano River Union Parliamentary Body (MRUPB).
The signing and official launch ceremony took place on Sunday, July 20, 2025, at the Ellen Johnson Sirleaf Ministerial Complex in Congo Town, Monrovia.
The historic event was hosted by the Speaker of the House of Representatives of Liberia, Hon. Richard Nagbe Koon, and attended by his counterparts:Rt. Hon. Segepoh Solomon Thomas โ Speaker of Parliament of Sierra Leone, Dr. Dansa Kourouma โ Speaker of the Transitional Parliament of Guinea, Hon. Adama Bictogo โ President of the National Assembly of Cรดte dโIvoire.
Also in attendance were high-level parliamentary delegations and the President Pro Tempore of the Liberian Senate, Senator Nyonblee Karnga-Lawrence.
In his keynote remarks, Speaker Richard Koon declared the establishment of the MRUPB as a new era of regional solidarity, emphasizing the critical role of parliaments in driving peace, resilience, and people-centered development across the MRU region.
โToday, we reaffirm our shared destiny and collective responsibility to build a region that is more united, more resilient, and more responsive to the needs of our people,โ Speaker Koon said.

The Mano River Union Parliamentary Body is envisioned as a legislative forum to harmonize laws, address cross-border challenges, and craft joint policy responses in key areas such as:

Speaker Koon outlined five legislative priorities for the MRUPB:

Underscoring gender equality as both a moral and economic necessity, Speaker Koon reinforced his commitment with his familiar "HeForShe" chant, advocating for women's empowerment to be at the heart of the regional legislative agenda.
The Speaker called for full operationalization of the MRUPB, urging member states to commit resources and active participation in building a strong, effective regional institution.

It marks a bold step toward a fully institutionalized regional parliament, bridging national legislatures for stronger collective governance.
In his statement at the event, Rt. Hon. Segepoh Solomon Thomas, Speaker of the Parliament of Sierra Leone, reaffirmed his countryโs full support for the establishment and long-term success of the MRUPB.
