He said in his speech,

Greetings!

I asked my father what does he know about the Philippine National Police and I learned that PNP came from The Philippine Constabulary known as PC that literally translates to Tagalog as Hukbong Pamayapa ng Pilipinas or HPP, which literally translates to Spanish as the Policía de Filipinas or PF which is the police force of the Philippines before from 1901 to 1991. On January 29, 1991, Philippine National Police was founded after the merging of the existing Integrated National Police to form the now known Philippine National Police.

Today i will be brutally honest because
I finished writing my speech in the late hour of the evening and I stand by the words that I have written. I am not the most credible person to speak about the PNP.

But 1 thing I can be sure of, The Philippine National Police is doing a great job in keeping peace across the Nation. Not to mention, the The members of the PNP in the province of Cotabato has kept every single Family safe from lawless elements.

The former President Rodrigo Roa Duterte has expressed his support to the Philippine National Police. What support can I give when I am just an ordinary citizen of the Philippines?

I may not be the President, the Vice President, Senator or any high ranking official to boost your morale, But I, Siegfred Keene Macapas, A resident of Matalam North Cotabato, in Behalf of the North Cotabato Medical Society, Philippine Hospital Association, PNP Provincial Advisory Group of the CPPO, an ordinary citizen of the province of Cotabato, proudly supports every single Member of the PNP in The province of North Cotabato.

You may not be perfect, but we know that you already put your life to keep us safe tonight.

Being a constable, your presence is honorable your presence is our peace, your presence is what makes us safe,
