ABYEI CIVIL SOCIETY AND TRADITIONAL LEADERS HANDED THEIR PERTITIONS TO UN SECURITY COUNCIL, HORN OF AFRICA ENVOY IN A PEACEFUL DEMONSTRATION TODAY.
In their statement, the organizations commended the swift appointment of the Civilian Deputy Head of Mission for the United Nations Interim Security Force for Abyei (UNISFA). They urged the withdrawal of unauthorized forces from the southern part of the Abyei Area, contingent upon the establishment of adequate security guarantees.
The groups further called for the extension of UNISFA’s mandate, citing clear and compelling justifications. They also advocated for strengthening UNISFA’s operational capacity to effectively meet security requirements within the Abyei Box and demanded intensified efforts to compel the Republic of Sudan and the Republic of South Sudan to resolve the final status of Abyei.
Justifications for UNISFA Extension
The organizations presented 11 reasons supporting the renewal of UNISFA’s mandate:
1. UNSCR 2445 (2018): Recalling the UN Security Council resolution recognizing the Juba-appointed administration in the Abyei Box.
2. Living Standards: UNISFA’s role in preventing severe deterioration of living conditions amid Abyei’s unresolved status.
3. Security Threats: Weakened security patrols facing persistent threats from Misseriya militias.
4. Sudan Conflict: The ongoing civil war in Sudan, which necessitates UNISFA’s continued presence until regional stability is restored.
5. Local Burden: Increased security burdens on residents due to the area’s unresolved status.
6. Employment: UNISFA’s provision of job opportunities for the local population.
7. Stability: The mission’s role in maintaining security and stability across the Area.
8. Development: Participation in community development programs, including initiatives by the Traditional Council.
9. Risk of Violence: The threat of large-scale violence and potential atrocities against the Abyei community.
10. Security Role: UNISFA’s critical function in mitigating prevailing security challenges.
11. SOFA Agreement: The unresolved Status of Forces Agreement and the pending settlement of Abyei’s final status.
The Abyei Civil Society Organizations appealed to the UN Security Council and the Horn of Africa Special Envoy to:
1. Intensify pressure on Sudan and South Sudan to resolve Abyei’s final status.
2. Recognize the Abyei Community Referendum conducted on 31 October 2013 by the Nine Ngok Dinka Chiefdoms.
3. Assume oversight of the Kec/Diffra oil fields within the Abyei Area.
4. Ensure the swift establishment of the Abyei Police Service and begin immediate training for recruited personnel.
5. Place UNISFA troops under a unified military command structure.
6. Reaffirm UNSCR 2445 (2018) regarding governance arrangements in the Abyei Box.
The groups also reiterated their commendation of the new Civilian Deputy Head of Mission for UNISFA.
The demonstration concluded peacefully, with organizers reaffirming their commitment to non-violent advocacy for the rights, security, and self-determination of the Abyei
