We are a passionate, experienced and highly skilled team of freelancers, specialising in tattooing, hair cutting, styling and colouring.

We are based in the heart of Penarth, on the outskirts of Cardiff, South Wales, in our private, relaxed, informal studio.

Cult was orignally established in 2020 as a hair salon, by stylist Zoë Williams, out of 3 core principles: to be ethical, sustainable and inclusive.

n 2026 we decided to strip everything back, and return to our creative roots - and wanted to add to the offer by introducing tattooing into our space.

Individuality is at the core of what we do - precision detailed hair cutting and bespoke colouring along with specialist hand drawn tattoo designs.

Our studio is built on three core values: ethical practice, inclusivity, and eco-conscious decision-making.

We believe in transparency, accountability, and continual learning, rather than surface-level claims. 〰️

Within our tattoo practice, we prioritise safety, hygiene, and long-term results above all else.

We aim to be as sustainable as possible, but we recognise that not all eco alternatives currently meet the standards required for professional tattooing. In these cases, we always prioritise client safety and the integrity of our work, while continuing to adopt improved options as they become available.

We are committed to creating a respectful and inclusive tattoo environment, where all clients feel safe, seen, and supported. We approach every design and placement with care, honesty, and professional guidance, ensuring that work is suitable for the individual, including skin tone, body placement, and how the tattoo will heal and age over time.

We will always communicate openly where certain styles or techniques may not be appropriate, and work collaboratively with clients to find the best possible outcome. 〰️
