DISCLAIMER: Zulum’s Compendium “5th Verdict” Not for Sale
It has come to the notice of the Media Team of Governor Babagana Umara Zulum that certain individuals and groups have been going round to defraud prominent personalities by using the Compendium to solicit for money or donations, while fraudulently claiming that they are associates of Zulum’s Media Team.
We completely disclaim these fraudulent characters and their dishonourable actions and hereby clarify that the “5th Verdict” is not for sale and is not to be used for any fundraising or financial solicitation. Any attempts to solicit financial contributions in whatever guise is unauthorised and should be promptly reported to the security agencies.
The general public will recall that the “5th Verdict,” a compendium of news reports, analyses, features, columns, commentaries, discourses, editorials, selected speeches, and scorecard of the fifth year of Prof. Zulum's tenure as Governor of Borno State, from May 29, 2023 to May 29, 2024, was recently unveiled by the Secretary to the State Government, Alhaji Bukar Tijani, and is currently being circulated to the general public at no cost.
Governor Zulum’s Media Team strongly advise the public to be cautious when approached by individuals, groups or organisations offering the “5th Verdict” in exchange for financial support.

Zulum appoints heads of institutions under health, energy
Borno State Governor, Babagana Umara Zulum, has approved the appointment of the heads of five institutions under the Ministry of Health and Transport and Energy.
The statement issued to journalists on Wednesday night by the Secretary to Borno State Government, Alhaji Bukar Tijani, noted that the five appointees include:
Dr Hadiza Yahaya, appointed Provost of the College of Nursing and Midwifery, Maiduguri, Bura Kaumi Monguno, appointed Provost of the College of Health Technology, Maiduguri, and Abba Jidda Harun, appointed as Registrar, College of Nursing and Midwifery, Maiduguri, with all the appointments effective September 1, 2024.
Other appointments include Bukar Ali, who will take over on the 2nd of September, 2024, as Acting Registrar of the College of Health Technology, Maiduguri, pending the appointment of a substantive registrar.
In the energy sector, Shettima Bukar was appointed substantive general manager of the Rural Electrification Board (R.E.B) effective 11th September, 2024.
The SSG noted that Governor Babagana Umara Zulum expressed confidence in all the appointees and expected positive initiatives that would advance their institutions for the benefit of Borno people.
The statement also stated that Governor Zulum thanked the outgoing heads of the agencies for their services and contributions to the state.

Borno Finance Commissioner dies Monday morning
Borno State Government wishes to announce the death of Ahmed Ali Ahmed, the State Commissioner of Finance.
The statement from the Commissioner of Information and Internal Security, Professor Usman Tar, in Maiduguri indicates that the burial is slated for 5:00 p.m. today at the family house of the late commissioner in Damboa Road behind Indimi’s residence.

Presidency: Only Borno pays 30% monthly bonus for rural health workers

The Special Adviser to President Bola Ahmed Tinubu on Health, Salma Ibrahim Annas, on Thursday, in Maiduguri, revealed that only Borno State has implemented the 30% bonus allowance for health personnel working in rural areas.
The bonus, which is 30% of the total monthly pay, is paid to all rural health workers in Borno. It aims to improve their welfare and motivate them to provide quality health care services to the people.
“We are here, sir, to first appreciate all the work you have been doing in the health sector. In fact, you have recorded remarkable things to successes within the health sector in a very short time.”
“I am very happy that you are very committed to health; in the areas of human resources, you have even gone ahead to put in place sustainable measures, an increment of 30% to health workers in rural areas. This is a great incentive. I think this is only done in South Africa; that is why they saw progress in the health of their communities.”
“Financing health, of course, your Excellency, we have given you more than 100% appreciation because we are supposed to reach 15% by the World Health Organization. Apart from Borno, not more than one or two states have even taken it to 10%.”
“In the area of primary health care and human resources, you have already achieved a lot. You are establishing a medical school and new colleges of nursing and midwifery studies. All these will contribute to the development of the health sector.

Borno State Governor, Babagana Umara Zulum, has reiterated his administration’s commitment to continuous financing and upgrading of the healthcare sector.
Zulum made the remark on Thursday night when he received the Special Adviser to the President on Health, Salma Ibrahim Annas, in his annexed office at Musa Usman Secretariat, Maiduguri.
The meeting was attended by the Secretary to Borno State Government, Hon Bukar Tijani, the Commissioner for Health, Professor Baba Mallam Gana and the Executive Director of Borno State Primary Health Care Development Agency, Professor Mohammed Arab Alhaji.

NDC: Zulum Bags Excellence, Service to the Nation Award
The Governing Board of the National Defence College (NDC) has honoured the Executive Governor of Borno State, Professor Babagana Umara Zulum, with the Excellence and Service to the Nation award.
The NDC’s Governing board comprises the Honourable Minister of Defence as chairman, the Chief of Defence Staff, the Chief of Army Staff, the Chief of Naval Staff, the Chief of Air Staff, and the Commandant of the National Defence College. The Permanent Secretary of the Ministry of Defence is the Secretary of the Board.
The award was presented on Wednesday at the NDC’s Course 32 Dinner/ Awards Night held at the National Defence College's headquarters in Abuja.
Borno’s Commissioner for Information and Internal Security, Prof. Usman Tar, represented the governor, Babagana Umara Zulum, and received the Award on his behalf.
Speaking at the occasion, the Commandant of the college, Rear Admiral Olumuyiwa Morakinyo Olotu, noted that the award was in recognition of Gov. Zulum's contribution to knowledge transfer, commitment to the fight against insurgency, and nation-building in Nigeria.
Many dignitaries attended the event, including the Special Guest of Honour, the President of the Senate, Distinguished Senator Godswill Obot Akpabio, CON, represented by Senator Otumba Gbenga Daniels.

Gov. Zulum's Educational Reform: 1,040 teachers graduated after 3 months of intensive training on pedagogy in Waka, Biu (from the first phase).

867 Primary School Teachers undergoing the three-month Borno State Teachers' Intensive Upgrade Program at the College of Education Waka Biu have today, Wednesday, August 21, 2024, concluded their program.
Speaking at the occasion, the Honourable Commissioner of Education, Science, Technology, and Innovation, Engr. Lawan Abba Wakilbe, assured the successful graduates that the Ministry of Education will forward proposals regarding their upgrade for His Excellency's consideration. He further charged them to be more dedicated and utilise the knowledge gained in the training to good use.
The Emir of Biu, HRH Mai Mustafa Umar Mustafa, who was represented by the Birma of Biu, Hon. Ibrahim Shehu Birma, tasked the graduands to justify the investment made in building their capabilities by the outputting in their respective classrooms.
However, the provost of the College of Education, Waka Biu, Dr. Gambo Saljaba, pointed out that 63 participants absconded, 183 failed. He went further to describe the participants as well-behaved while in training.
The Permanent Secretary of the of the Borno State Universal Basic Education Board (BOSUBEB), Dr. Hyleni Mshelia, congratulated all participants and promised that BOSUBEB would expedite the formal process of their upgrade.
The Chairman, Borno State NUT, Comr. Zali Garba Audu, applauded the government for transforming the education section. He reiterated that teachers in Borno are lucky and argued that the graduates should employ the skills they have learnt to improve teaching and learning. On teachers' welfare during the training, the NUT Chairman thanked the state government for the monthly stipend of 30,000 as promised during the flagging off.
Similarly, the Chairman of the Forum for Education Secretaries, Prof. Umar Goni, charged all participants to be of the utmost dedication for better education.
The high points of the events were cultural presentations from the eight local government areas of southern Borno, where the participants came from.
