PNP STATEMENT ON THE ONGOING PUBLIC ASSEMBLY ALONG EDSA

The Philippine National Police (PNP) continues to closely monitor the ongoing public assembly at the People Power Monument along EDSA and has implemented appropriate security measures to ensure the safety of participants, commuters, motorists, and the general public.

Effective 5:00 a.m. today, June 30, 2026, the Police Regional Offices 3 and 4A, the National Capital Region Police Office (NCRPO), the National Support Units (NSUs), and Crame-based PNP offices and units were placed under Full Alert Status. All personnel have been directed to maintain full operational readiness and perform their duties in accordance with established operational procedures.

As of 9:00 a.m., a total of 5,936 police and allied security personnel have been deployed in key areas, including the People Power Monument, EDSA Shrine, the Senate of the Philippines, Mendiola, Ayala Bridge, the U.S. Embassy, Liwasang Bonifacio, and other identified locations. Civil Disturbance Management contingents, including the Reactionary Standby Support Forces (RSSF) and Quick Reaction Forces, remain on standby to respond immediately should the need arise.

The PNP recognizes and respects the constitutional right of every Filipino to peacefully assemble and express their views. Police personnel deployed on the ground have been instructed to exercise maximum tolerance, remain impartial, uphold human rights, and carry out their duties with professionalism and restraint.

The PNP likewise calls on all participants to keep the activity peaceful and orderly and encourages the public to cooperate with authorities and observe traffic advisories in areas affected by the assembly. The PNP remains committed to maintaining peace and order while safeguarding both public safety and the constitutional rights of every Filipino.

PNP STATEMENT ON PUBLIC ASSEMBLY AND THE RULE OF LAW

The Philippine National Police fully respects the constitutional right of every Filipino to peacefully assemble and express their views. We recognize that peaceful public assembly is an essential part of a democratic society, and we remain committed to protecting that right.

At the same time, the exercise of any right comes with the responsibility to observe the law. Compliance with the legal requirements governing public assemblies, including securing the necessary permits when required, is not a mere formality. These measures are in place to help ensure public safety, maintain order, and protect the rights of both participants and the general public.

Respect for the rule of law must be consistent. Those who invoke it are likewise expected to observe the legal requirements that apply to everyone. No advocacy, no matter how strongly held, places any individual or group beyond the reach of laws that apply equally to all.

The PNP will continue to exercise maximum tolerance, remain impartial, and perform its duty in accordance with the Constitution and the law. Our objective is not to restrict lawful expression but to ensure that democratic freedoms are exercised responsibly, peacefully, and with due regard for the rights and safety of the wider public.

PNP NEUTRALIZES CTG THREAT: PSR-LISTED LEADER ARRESTED, MEMBER SURRENDERS

The Philippine National Police (PNP), under the command of PGEN Jose Melencio C. Nartatez Jr., strengthened its campaign against insurgency with the arrest of one PSR-listed Communist Terrorist Group (CTG) vice commanding officer wanted for Multiple Attempted Murder and the peaceful surrender of one PSR-listed CTG member during separate operations in Bukidnon on June 24 and 25, 2026.

On June 25, personnel of the 1st Special Action Battalion, Special Action Force (SAF) provided tactical support to the 1003rd Maneuver Company, Regional Mobile Force Battalion 10, and other PNP units in facilitating the voluntary surrender of alias “Etchie,” a female PSR-listed CTG member and former medic of the dismantled Squad 2, Platoon Pulang Bagani Yunit, Guerrilla Front 89, Sub-Regional Committee 2, North Central Mindanao Regional Committee, in Brgy. Halapitan, San Fernando, Bukidnon.

During the surrender, she voluntarily turned over one caliber .45 pistol with two magazines and six rounds of ammunition and is now undergoing documentation and processing for possible enrollment in the Enhanced Comprehensive Local Integration Program (E-CLIP) to support her reintegration into mainstream society.

On June 24, personnel of the 1st Special Action Battalion, SAF also provided tactical support to the 1st Provincial Mobile Force Company, Bukidnon Police Provincial Office, and other PNP units in the arrest of alias “Jambo,” a male PSR-listed CTG vice commanding officer in Brgy. Saint Peter, Malaybalay City, Bukidnon.

The operation stemmed from a Warrant of Arrest for Multiple Attempted Murder issued by the Regional Trial Court, Branch 9, Malaybalay City, Bukidnon. The arrested individual was turned over to the 1st PMFC, Bukidnon PPO for documentation and proper disposition.

“The arrest of wanted insurgents and the voluntary surrender of former CTG members demonstrate that sustained law enforcement efforts, coupled with opportunities for reintegration, are essential to achieving lasting peace and protecting our communities,” said PGEN Nartatez.

“Patuloy naming pananagutin ang mga lumalabag sa batas at susuportahan ang mga taos-pusong pipili ng mapayapang pamumuhay upang makapagsimula muli,” he added.

These accomplishments support the PNP Focused Agenda—a strategic framework for organizational transformation designed to make police service more responsive, professional, and community-centered. At the heart of this agenda are key priorities that define the course of the PNP, particularly Enhanced Managing Police Operations and Active Community Support, which reinforce sustained counterinsurgency efforts while encouraging peaceful reintegration and stronger collaboration with communities.

As the PNP intensifies its counterinsurgency operations and promotes the peaceful reintegration of former Communist Terrorist Group members under the directive of President Ferdinand R. Marcos Jr., it assures the public of “Bagong PNP para sa Bagong Pilipinas: Serbisyong mabilis, tapat, at nararamdaman.”
