Why Karachi is so dirty?

Why government don't collect garbages on streets ?

Government want to bring tourists in Pakistan , but doesn't want to give equal distribution and budget for Karachi , Before inviting the tourists at first manage solid waste of all cities specially for Karachi , think about the health of people then invite tourists.

I feel I ain't living in a famous city (Karachi) of Pakistan. Before coming to karachi, I heard that " A heartbeat of Pakistan, God father of all cities.
