No new clue on this one--its been 5 minutes lol. But here's my set up for figuring out the non-prosthetic part of the look. (...how am I out of clown white I'm freaking Harley Quinn I had like 6 things of it wtf.....)

Clue #1 (repeat) related to Robin's current hyperfixation

Clue #2: this will be the second character makeup I've done for a friend where, if I do it right, I'll be semi-nervous to be around them when they're in full costume (first was Sam's Freddy Krueger, if you were curious)

Note this is a quick proof of concept I'm whipping up in a day with stuff I already had on hand already. If and when I get the "we're actually doing this group, go for it" clearance from homesoup, I'll make it out of more appropriate materials.
