New York is proposing updates to cosmetology and natural hairstyling education 👇
The New York Department of State is reviewing new rules aimed at modernizing training so future professionals are better prepared to work with all hair types and textures—without increasing total program hours.
If adopted, cosmetology (1,000-hour) and natural hairstyling (300-hour) programs would add expanded instruction on cultural and ethnic hair awareness, including curl patterns, hair density, scalp disorders, heat damage prevention, product chemistry, and advanced textured styling like braiding, locking, and weaving.
Schools would also be required to update curricula by September 1, 2026, with new licensing applicants needing to meet the revised standards on or after that date. Public comments are currently open as part of the review process.

Worth knowing for stylists in Alabama 👇
Under Senate Bill 183, signed by Governor Kay Ivey, natural hairstyling services like braiding, weaving, locking, and cleansing (without chemicals or cutting) are no longer subject to mandatory state licensure, effective October 1, 2026.
These services are also removed from the definition of cosmetology, and businesses that offer only natural hairstyling no longer need a facility license. Cosmetologists can still perform these services, and voluntary licensure remains available for those who want it.
Worth keeping in mind for anyone working in or entering the natural hair space in Alabama.
