Yes, we can do the PMU at any time of the year. But remember that it will last longer if you protect it from the sun.
My recommendation are:
-Wear a hat with fields, panama⛱
-Put on Sunglasses 😎
-Apply sunscreen cream SPF35, SPF 50 🐚
-On your lips you can also apply lipstick with SPF filter.
These recommendations are good not only for Permanent makeup, but also for the face skin as a whole.

There is a general rule. Alcohol is not recommended to drink a day before the procedure and the day when you made the procedure.
For the reason that alcohol disengages blood, increases the secretion of the crust and the healing process will take more time.
