The self-proclaimed General Williams Amuri Yakutumba strongly opposes any negotiations with the M23.

According to him, dialogue with this movement is about "selling the DRC to the enemies". He claims he prefers war to negotiations, believing that any agreement with the M23 would be "satanic" and would lead to the Balkanisation of the country.

Williams Amuri Yakutumba made the statement on Thursday, February 6, 2025, during an interview with local press in Fizi territory. He was speaking on the sidelines of a meeting organized by the Deputy Governor of South Kivu, Jean-Jacques Elakano, with the leaders of local self-defense armed groups operating in the upper and middle plateaus of Uvira, Fizi and Mwenga.

During this encounter, Yakutumba was appointed commander of local self-defense armed groups in the southern part of South Kivu province. He and his allies have signed a final statement supporting the Head of State, Felix Tshisekedi.

He called on the government to mobilize material, logistical and financial means to strengthen the Wazalendo, to end this war that it attributes to “aggression by Rwanda and its allies”.

"With God, victory will be ours." We did not provoke M23 or Rwanda, they did. "We will win this war," he said.

Yakutumba, in other words, urges the population and notables not to flee to Tanzania or Burundi. "They have to stay to give us courage," he insisted.

The armed groups of Uvira, Fizi and Mwenga reject any idea of dialogue between the Congolese government and the M23. They claim to swear only by war, convinced that only a demonstration of force will allow the DRC to end foreign aggression.
