📰"Private Hospital Detains Woman (75) Over Outstanding Medical Bill - ZLHR Statement"

A seventy-five year-old woman is suing a private hospital after she was deprived of her freedom by the medical facility, which took the bizarre and extraordinary measure of detaining her, in a desperate bid to induce her to pay an outstanding medical bill.

The 75-year-old Marita Manyore, who resides in Murambinda in Buhera District in Manicaland province, has been detained at Exclusive Medcare Hospital for close to two weeks after hospital authorities refused to discharge her until she made full payment of her medical amounting to US$2 200.

Manyore was admitted at Exclusive Medcare Hospital on 10 February 2026 under the care of a specialist Physician after her family sought medical assistance as she had not been feeling well for some time and following a recommendation that she needed the specialist services of a Physician.

On 15 February 2026, the family requested authorities at Exclusive Medcare Hospital to discharge Manyore after noting that her medical bill stood at US$1 070, which would be out of reach for the family to pay and would also not be able to afford to settle it if the debt kept accumulating.

After conducting an assessment, where the specialist Physician noted that Manyore had recuperated and no longer needed special care, the medical practitioner proceeded to recommend her discharge from the hospital as she could now be managed by general medical practitioners.

But upon advising staff at Exclusive Medcare Hospital about the request to discharge Manyore and after making an offer to pay US$200 of the total medical bill of US$1 070, including making an undertaking to settle the bill in two-monthly instalments of US$500 each, the woman’s family was told that she could not be discharged before making a full settlement of the bill.

On 19 February 2026, the family’s offer to make an initial payment of US$500 was once again turned down as authorities at Exclusive Medcare Hospital demanded a full settlement of the bill and also advised them that the total medical bill had increased to US$1 440.

On 25 February 2026, Manyore’s family proceeded to pay US$500 as part of settling the hospital bill and also engaged Peggy Tavagadza and Tatenda Sigauke of Zimbabwe Lawyers for Human Rights, who wrote a letter to Exclusive Medcare Hospital protesting against the authorities’ conduct of refusing to discharge the 75 year-old woman.

In the letter, Sigauke and Tavagadza protested against the conduct of the medical facility as not only illegal but also unethical and demanded that Manyore should be discharged as Exclusive Medcare Hospital would suffer no prejudice by promptly discharging the woman and recover outstanding payments through a payment plan as proposed by the family or through debt collection in the event of failure to pay.

Nonetheless, authorities at the medical facility remained adamant and during a meeting held on 26 February 2026 one of the directors of Exclusive Medcare Hospital reportedly told Manyore’s family that the medical bill had increased to US$2 200 hence they were not going to release her as the US$500 that had already been paid as a sign of commitment to servicing the debt, was not motivating enough for the hospital to release the woman.

This left Manyore with no option but to instruct her son Witness Mavambire, who on Saturday, 28 February 2026, sued Exclusive Medcare Hospital by filing an urgent chamber application at Mutare High Court, where she demanded an order declaring her detention as illegal and for the medical facility to immediately end her detention and release her from the hospital.

Through the urgent chamber application, Manyore’s lawyers argued that her continued detention at Exclusive Medcare Hospital is meant to induce payment and is in breach of her constitutional rights.

Sigauke and Tavagadza contended that the continued detention of the elderly and vulnerable Manyore at a place where she is currently not being treated but is accruing additional costs means that she will not be able to get out of that place.

Manyore, who expressed gratitude to Exclusive Medcare Hospital and the attending medical doctors for the treatment and services rendered to her, argued that the contractual obligations she has with the medical facility cannot support the violation of her fundamental rights to continue unabated.

The matter is yet to be set down for a hearing at the Mutare High Court.

📰Iran death toll reaches 555 as US, Israel escalate attacks

Civilian deaths are growing as more attacks are reported in the capital and other parts of the country.

At least 555 people have been killed in US-Israeli strikes across 131 counties in Iran, the Iranian Red Crescent Society says, amid another wave of intensive attacks and Iranian counterstrikes on Israel and US assets in the Middle East region.

At least 35 people were killed on Monday morning in southern Iran’s Fars province, according to the Mehr news agency. The outlet also reported more than 20 people killed in an attack on Niloofar Square in Tehran.

The Fars news agency said at least two people were killed in the central city of Sanandaj as several residential buildings next to the city’s police station were destroyed. The Tasnim news agency said US and Israeli forces dropped six missiles on different parts of the city, including densely populated neighbourhoods.

Reza Najafi, Iran’s ambassador to the International Atomic Energy Agency (IAEA), the United Nations nuclear watchdog, told reporters that US-Israeli air strikes had targeted Iran’s Natanz nuclear enrichment site on Sunday.

“Their justification that Iran wants to develop nuclear weapons is simply a big lie,” Najafi said, describing the facility as “peaceful”.

Israel and the US have not issued any statements confirming strikes at the site, which the United States bombed during the 12-day war between Iran and Israel in June.

Al Jazeera’s Tohid Asadi, reporting from the Iranian capital, said the latest strikes were indicative.

“This shows the scope of the attacks on Iran, with raids targeting not just political centres and military headquarters,” he said. “We are witnessing damage to civilian buildings, with some of them fully demolished in some cases. And this is concerning because the civilian fatalities are growing.”

Videos verified by Al Jazeera also showed huge clouds of smoke billowing behind buildings near the international airport in the central Iranian city of Kermanshah.

Iranian authorities reported that the death toll from an Israeli attack on a girls’ school in Minab on Saturday rose to 180.

Hossein Kermanpour, the head of public relations at Iran’s Ministry of Health, added that the “same type” of missile was used to attack the Gandhi Hospital in Tehran on Sunday. The hospital was badly damaged, and patients were evacuated.

The Israeli military on Monday said Iran had launched more missiles and that air defences were operating to intercept the projectiles. It called on residents to take shelter and remain in protected spaces until informed.

Israeli police said nine people were killed after an Iranian missile attack on the central city of Beit Shemesh. Eleven people were reported missing as rescuers searched for survivors.

Iran continued with its retaliatory strikes on Qatar, Bahrain, Jordan, Oman, Kuwait, Saudi Arabia and the United Arab Emirates, with attacks reported on airports, residential buildings and hotels.

Countries in the Gulf have pledged to defend themselves against Iranian attacks, including by “responding to the aggression”.

Iranian Foreign Minister Abbas Araghchi stressed that Tehran was not seeking confrontation with its Gulf neighbours but aimed to attack US assets in the region.

📰Chitungwiza council offers 30% rates discount to residents

The Municipality of Chitungwiza has announced a limited-time 30% discount on rates for residents and businesses who settle their outstanding bills during March.

In a public notice issued on 25 February, the local authority said all ratepayers making payments between 1 and 31 March 2026 would automatically qualify for the reduction on standard rates.

Council officials said the initiative is designed to encourage prompt payments while strengthening the municipality's capacity to improve service delivery across the town.

"This is a great opportunity to save while contributing towards improved service delivery in our community," the municipality said in the notice.

Residents have been provided with several payment methods including bank transfers through FBC Bank accounts covering foreign currency accounts, ZiG payments and water bills.

Payments can also be made via mobile money platforms such as EcoCash and One Money using designated biller codes.

Ratepayers have been urged to include their account numbers when making transactions and to submit proof of payment through email or WhatsApp to ensure timely processing.Push to improve compliance

The municipality encouraged residents to take advantage of the offer before it expires at the end of March.

The move comes as local authorities across Zimbabwe face growing challenges in revenue collection, prompting councils to introduce incentives aimed at improving payment compliance and supporting sustainable service delivery. *_-263Chat_*

📰NPA of South Africa confirms that struggling individuals can now legally drag their rich brothers or sisters to court and force them to pay maintenance

JOHANNESBURG – South Africans who are battling to put food on the table now have a powerful legal weapon in their corner. The National Prosecuting Authority has confirmed that struggling individuals can drag their wealthy brothers and sisters to court and force them to pay maintenance.

This is not some new loophole or recent change to the law. Legal expert Lucia Bugana revealed that this provision has been hiding in plain sight for years. It has always been part of the Maintenance Act, but the general public simply never took note of it.

The NPA confirmed on March 1, 2026, that the maintenance system goes far beyond just parents and children fighting over cash. It covers financial support for basic needs such as food, accommodation, clothing, and medical expenses among other things.

What You Must Prove To Claim
Lucia Bugana explained to eNCA that this law applies to blood relatives, regardless of age. The person claiming the maintenance can be older or younger than the sibling they are taking to court.

“You need to show that you are in need and cannot sustain yourself and would suffer without the maintenance,” Bugana said.

She also emphasised that the applicant would need to prove that the sibling can actually afford to pay. The court will then assess how much the sibling should fork out each month.

However, Bugana dropped a reality check. She said cases of sibling maintenance are extremely uncommon in South Africa. This is partly because of SASSA grants and partly because people simply do not know this law exists.

“The maintenance would only apply to people who do not qualify for the SASSA grant,” Bugana confirmed.

Anyone wanting to throw the book at their sibling needs to bring proof of identity, income, and monthly expenses to their local Maintenance Court. A magistrate will then weigh need against affordability and set a reasonable amount.

South Africans React With Shock And Laughter
The announcement dropped on Sunday, March 1, 2026 and within hours, social media was on fire. South Africans flooded comment sections with jokes, threats, and genuine confusion about this hidden law.

One commenter Lulu de K**k perfectly captured the mood.

“Your siblings may be out of your house, but not out of your bank account!”

Tina Gaes pointed out a common problem that will have many people sweating.

“The problem is my siblings thinks I’m the well-off sibling.”

Busi Mngomezulu Twala asked the question on everyone’s lips.

“‘Well-off’ …I wonder how the act defines ‘well-off’.”

Mammy Makoena Mabotha took a darkly humorous view of what might come next.

“Siblings will start unaliving each other.”

Musa Justo Ngubane pointed out that for many families, this is nothing new. It already has a name.

“Nothing new to most of us, others call it ‘Black tax’.”

Sarah-Lee Molefe warned her siblings in isiZulu.

“And they think I’m the well-off sibling. Tjoo ba ska leka, tla ba Rosemary on them.” (They can try, I will become Rosemary on them.)

Rendani Netshirungulu worried about families with many children.

“Imagine the siblings from your dad all come and claim maintenance, 11 of them yooh.”

Kabelo Langa Nemaunzeni predicted family secrets would come out.

“DNA will be done and to find that our parents were busy.”

Anna-Marie Van Noordwyk offered a different perspective.

“Really we need to get away from the mindset that the govt and others need to take care of us. I know things are tough but take care of yourself as good as you can.”

For vulnerable people with nowhere else to turn, this measure can offer practical relief. Anyone considering making a claim should seek advice from a maintenance prosecutor or a legal aid clinic before filing papers.

BREAKING: Several U.S. warplanes crashed in Kuwait, the country’s defense ministry said, with all the pilots safely bailing out. The ministry did not elaborate on what caused the crashes but it came during an intense period of Iranian fire targeting the country.

02/03/2026

Iran's war strategy is fairly straightforward: Blind U.S. forces by taking out radar installations, then fire low-cost, low-end missiles and drones at various targets to deplete U.S. air defense interceptors.

Once U.S. air defense batteries run out of ammunition, then Iran will launch the larger, more dangerous hypersonic missiles or even ballistic missiles.
